1Hz is not the least bit low. 0.001Hz would be considered low. 1Hz is fine.
While not required in this case, it may be still helpful to read the a-stable timer FAQ.

I go through all FAQ of LM555.
But I need one function that i want to Enable and Disable of LM555. BY Ov or 5V Signal.
Guide me how it can be implemented

The 0V,5V signal can be connected to the RESET pin. Note that the first output high pulse will be 59% longer than the pulses that follow. Figure 16 in the FAQ shows one method the keep all the pulse the same and allows turning the output stream on and off.
When RESET goes high, the output goes high to start the output clocking . When RESET goes low the output goes low immediately and stays low.
