Can the CLK inputs on the LMK04832 be driven without damage to the device while unpowered? If so, do the values they can be driven to without damage match what is listed in absolute maximum tables?

Hello Greg,
This condition would violate the ABS max conditions of the part when VCC is not applied. The primary concern would be the AC voltage applied turning on the ESD diodes and the device partially biasing up.
A differential input applied through AC couplingwould not be as likely to turn on ESD diode, however we would still recommend to apply signal to OSCin or CLKin0,1 only when the device is powered.
