In TLC555 astable operation in TI TLC555 website, TINA output simulation will be stable after 25ms time. How do we expect stable transient time? or can we estimate that time?

Could you share the Tina file? I believe you are talking about the first output pulse being longer than all of the following pulses (that are the same length).
This is normal and can be prevented as seen in the a-stable timer FAQ. https://e2e.ti.com/support/clock-and-timing/f/48/t/879112
If a capacitor is used on the control pin, then the time for this capacitor to charge could affect the output.
