On the CDCM6208 even though I see on Digi key that this part has PLL with BYPASS I do not see in datasheet that this is possible.
If PLL BYPASS is possible or not, let me know and how.

I'm assuming the config I uploaded to you in the other thread below resolved this issue as well, but to make the answer explicit for any others searching this answer in the future: Y4 and Y5 are wired such that PRI_REF or SEC_REF can bypass the PLL and drive the dividers. The relevant control fields are OUTMUX_CH4 (R9[14:13]) and OUTMUX_CH5 (R12[14:13]). The Y4 and Y5 dividers should be set to divide-by-1 (OUTDIV4, R10[11:4] = 1, and OUTDIV5, R13[11:4] = 1) and the fractional dividers should be disabled (FRACDIV4, R10[3:0] = 0 R11[15:0] = 0, and FRADCIV5, R13[3:0] = 0, R14[15:0] = 0).
