In device block diagram, it seems to be that N divider is only for Fin source.
Could N divider, PLL_N, configuration not be used for OSCin source?

The circuitry for the N-divider is hard-wired to the RFin/VCO mux, so the PLL_N configuration only works for the feedback path (not for OSCin). The OSCin path has its own divider, but this divider is integer-only (though some basic fractions like 2/3 are supported with the use of the multiplier). It turns out that putting a full fractional divider on the reference input is very challenging for performance and spur reasons; at this time I do not know of any device with a fractional input divider.
