Hello Ken,
to program the device you have to connect it with a cable to the parallel port of your PC. With the s/w TI Pro Clock you can communicate with the device.
If you need to load a programming during startup, than you can choose the option to store your settings into the EEPROM. The settings stored in the EEPROM will reload at every power up.

Thank you, you are correct, I had to change the chip on the demo board and away it went.
