DAC60502: Headroom and footroom

DACx0502 data sheet states that "Output voltage footroom"  is 0.3v (min) with Iout = 10mA. Assuming Iout is extremely low (e.g., < 10uA at all Vout voltages) can we assume that Vout = 0.00v for Digital code 0 and likewise Vout = 5.00v (gain = 2x, internal reference) for the max. output code?

Is the headroom / footroom specification strictly to accomodate large Iout currents?
