ADC1175-50: Output voltage are random

Hello , I am using ADC1175-50 in a very simple configuration as shown in the attached photo.

On the contrary to the schematic , I shorted Pin 1 to Pin 2 to keep the enable signal Low.

For an initial trial I tried connecting input to 2V DC voltage however, I am getting random voltages at the digital outputs.

3 of them are 2.4V, 2 of them are 5V and the rest are few hundred millivolts. Do they require pull up resistors or something? Any explanation?

Note: I removed the LEDs and the series resistors as I thought the problem might be the LEDs are sinking current more than possible but even after removing the LED's I am getting random voltages.
