ADC3221EVM: When input clock frequency lower than 22.53MHz, ADC stops working

I am evaluating ADC3221 with ADC3221EVM and TSW1400.

Input clock to ADC3221 is from signal generator, sine wave, Vpp 1V. 

When Input clock frequency > 22.53 MHz, the setup works. Although there are many strange spikes:

When lower the input clock frequency to less than 22.53 MHz, ADC seems stopped, USER_LED3 turned off, and TSW reports "Clock from ADC EVM is not received by TSW board".

But ADC3221 datasheet states the lowest input sampling clock is 15 MHz. So why it stopped working at 22.53MHz?
