It will definitely work at 20 MHz. I don't think there is a lower limit for the sampling rate.
The clock rate matches the input rate, since it is a dual data rate (DDR) interface with 2 channels. One channel is clocked in on the rising edge and one is clocked in on the falling edge. A 20 MHz input clock corresponds to a data rate of 20 MSPS per channel.
