Does the Order API give a prompt for a price notice to be confirmed by a purchaser first? Or does the API await confirmation by a purchaser before performing the transaction?

No, there is not a price notice or verification given at time of order, you may view inventory and pricing of the material on TI.com or use our Inventory and pricing API (https://api-portal.ti.com/inventory-pricing-api#/Products/getProductList), then you may place the order via the Order API if you so choose.
