DP83869HM: DLL_EN_FORCE_CTRL BIT[8] behaviour

We're using DP83869HM for application RGMII to 1000Base-X, SFP Fiber with Default Register Configuration (by strap pin) and try to set up a proper configuration via MDIO.
In parallel we tried with DP83869EVM different MDIO Configuration to set up the communication using USB-2-MDIO Tool. Link up with SFP gets identified but no RGMII communication at all.

As a result of some tests, a proper workaround to enable communication is to set Register 0x86 to 01XX except 00XX.

Whats the the behaviour of DLL_EN_FORCE_CTRL and what does it affect?
The other CTRL Bits doens't have an affect.

Are there any other register needs to be set, for proper RGMII Configuration?
