will the device work as expected if Pin 14 is not connected. My customer wants to replace a Exar device (
SP3222EBEY-L).

This is an older device, so it doesn't have an internal pull-up or pull-down to set the state of the FORCEON pin. Thank being said, leaving it floating will put it at GND in most cases, which enables the Auto Powerdown feature. This feature disables the RS232 driver outputs if no valid RS232 signal is detected. So the device will work, but that feature will be enabled if FORCEON is at GND level.

does it mean if my customer just replaces the devices without modifying the layout, that some devices will work and others not?
will put it at GND in most cases,
