DP83867IR: Link error in 10BASE Full-Duplex mode

hi Team,

My customer used DP83867IR in the Radar system, but met a communication error.

They used the DP83867IR to connected with PC with RGMII mode.

When PC set in Auto-Negotiation mode and 100BASE-TX Full-Duplex mode, they can communicate correctly.

But when change to 10BASE Full-Duplex mode, it will failed.

Please check the register dump and schematic below. Can you please help share any comment to find the root cause? Thanks.
