Just connect them as shown in the datasheet.

The Vref pins are used in conjunction with the EN pin to generate the internal gate bias at the pass-FETs for the SCL and SDA signals. The voltage at Vref2 will be less than Vcc2 in voltage translation applications, so it is important to connect this pin and EN with a series resistor as shown below.
