DP83826I: Setting the strap pins

I am designing in the DP83826I and I have some difficulty with he datasheet specifications for the strap pins.

My first problem is with the Bootstrap DC Characteristics given on page 14 of the datasheet. For 1V8 IO, it specifies VIH min = 1.3V and VIL max = 0.6V, which is reasonable. For 3V3 IO (this is what I am using) it also specifies VIH min = 1.3V and VIL max = 0.6V. The VIL max value is tricky to meet with 3V3 IO when there is an internal pull up on the pin and certainly would not be met using the 2k49 pull down resistor recommended on page 48 of the datasheet. It is also suspicious that the VIH and VIL values at 3V3 IO are identical to those at 1V8 IO. Is this an error in the datasheet?

My second problem is in identifying the direction of the internal pull when using BASIC mode. In ENHANCED mode, the internal pull direction specified in Table 6-1 (pin functions table) is consistent with the default strap value specified in Tables 9-7 through 9-13 (strap configuration tables). However, in BASIC mode, there are inconsistencies for pins RX_D3 (Strap7) and LED0 (Strap2). Table 7-1 (pin functions) states that the pull direction is the same as in ENHANCED mode (pull down) whereas Tables 9-14 through 9-19 (strap configuration) state that these two straps default to 1. Please can you confirm the correct internal pull direction for these two pins?
