Why is the output pulled to 7V through a 500 ohm?
The complete test load circuit (including the oscilloscope termination) creates a voltage divider resulting in 3.5 V. In a simpler circuit, the 50 Ω oscilloscope input would affect the voltage. This is not what your real circuit would look like.
