What happens if t3 exceeds 16ms?933 can't output video stream or can work sometimes it's good and sometimes it's bad?

If t3 exceeds the maximum of 16ms, the following work-around must be implemented. It is also a part of the 933 datasheet, section 8.1.2, below table 8.1.
* If timing constraint t3 cannot be assured, the following programming steps should be issued to the via local I2C control (not via remote back channel). These programming steps should be completed > 10ms after the power sequence is complete (VPDB > PDB VIH) with no delay between write commands. This step will cause a brief restart of the forward channel output:
• Write Register 0x27 = 0x28
• Write Register 0x27 = 0x20
• Write Register 0x27 = 0x00

If the t3 exceeds 16ms, the device would have a non-deterministic startup. It is advised to follow the steps listed in my previous comment if t3 exceeds this value

As mentioned earlier, if t3 exceeds 16ms, you must follow the steps listed above for proper device functioning. If not followed, it would lead to a non-deterministic startup. It won't affect a single register, but the device as a whole

What capacitor are you changing? TI recommends to follow the typical application diagram given in the datasheet. Any parts altered must be validated to meet channel specification and power requirements.

we change C18 from 10uF to 0.33uF.And we have test the t3 is meet requirements.
Why did we choose 10uf in the first place?There is no requiment in DS90ub933's datasheet(version 2018) of t3.
Why we don't use 1uF(Recommended)?we test t3 is 29ms in our circuit.

In order to verify whether the t3 time exceeded will lead to anomalies, we did a stress test. 50pcs our products(t3=136ms),Start once every 1 minute.After 5 days,one of them failed.Our Soc unable to access TI933 through IIC interface.but TI954 can access ti933 through BC.And ti933 did‘t output video stream.We test the ti933's voltage is normal.DVP signal of soc is normal.We download ti933&ti954 registers.
PCLK is 91Mhz, 1920*720@30fps

As you mentioned, for this setup, the t3 time is 136ms
(t3=136ms)
When t3 exceeds 16ms, as given in the datasheet, the device will perform non-deterministically. In order to resolve this, you must take the steps I listed in my previous comments.
* If timing constraint t3 cannot be assured, the following programming steps should be issued to the via local I2C control (not via remote back channel). These programming steps should be completed > 10ms after the power sequence is complete (VPDB > PDB VIH) with no delay between write commands. This step will cause a brief restart of the forward channel output:
• Write Register 0x27 = 0x28
• Write Register 0x27 = 0x20
• Write Register 0x27 = 0x00
Did you follow these steps for the your testing of the 50 units?

As mentioned earlier, if t3 exceeds 16ms, the following steps must be followed to ensure proper functioning of the device. Since in your testing you did not follow the steps outlined above, the device will perform non-deterministically. I believe that is why one of them failed.

Hi, As mentioned earlier, you did not follow the steps listed above, which can make the system behave non-deterministically. We cannot say with certainty what effect it would have for t3 to be more than 16ms. If you follow the steps I have outlined above, the system should work without errors.
