TCA6424A: Junction Temperature vs Ambient Temperature

Yes; operating temperature is ambient.

T_J(max) is 150 °C (see [FAQ] What is the maximum junction temperature (TJMAX) for a device?), but you will not come near it when you stay inside the recommended operating conditions.

Yes. TA = ambient temperature of -40C to +85C is applied to the device while it is operating under normal circumstances.

Abs. max junction temperature would be the same as the maximum storage temperature 150C.
