Q1: Do we need falling edge to detect INT signal Low?
Q2: If Q1 is yes and INTB remains low after power up. Doesn't this IC detect INTB low?

I tested this, RX_REM_INT is always asserted on start-up anyways as a transient, so it will always have the host controller initially try to service downstream device, regardless of whether it was initially held low on device PDB.
Also, as mentioned before, INTB is falling edge detection, so after the initial interrupt clear on start-up/PDB release - interrupt will not re-assert until next falling edge.
