We do not supply code for the TCA9539-Q1.

I think there might be some existing online sources that can be pulled from.

The TCA9539-Q1 is managed by the pca953x driver, which is already built into the kernel. The compatible ID is "ti,tca9539". You have to configure it in the device tree; see the documentation for examples.
