DP83TC812S-Q1: ESD Issue on pins 12/13

I am using the DP83TC812SRHARQ1 on one of my products which is currently going through ESD testing. From pin 12/13 of the part to  the connector, my schematic is the same as your example schematic on the development board. I am seeing some ESD failures with this part that I am debugging. In the datasheet, I saw that it says it is qualified to “ IEC61000-4-2 ESD classification level 4 for pins 12 and 13: ±8-kV contact discharge”. Does this mean that the link stays active and link loss counter doesn’t increase for that test? Or just that the part doesn’t fail in mode that causes permanent damage?

The failures I am seeing is that the link loss counter incrementing on address 0x561. The link is active right after the ESD pulse, it just looks to briefly drop out. My testing criteria is the same as IEC61000-4-2 ESD classification level 4 at 8kv.

    When you say the schematic is the same as our development board, do you mean our DP83TC812MC-EVM? Is the layout the same aswell?

    The DP83TC812 meets IEC61000-4-2 ESD classification level 4 for pins 12 and 13: ±8-kV contact discharge at a performance level of class B. Class B means that during the ESD event, Link loss is allowed, but the PHY must recover link without any configuration during EMI tests.
