I have a similar question.
You are considering Auto-negotiation mismatch between link partners as one of the possible causes of the problem you are experiencing.
If this is the actual cause,
if we turn off auto-negotiation on both ends of the LAN cable (PC and peripheral device) and fix the communication specifications (communication rate, terminal specifications, etc.),
won't this prevent the kind of situation where the link cannot be established?
We are considering turning off auto negotiation as a countermeasure for this problem.
