PCA9306: PCA9306 Vrerf 1.2V-> Vref 0.9V operation's verification

Hi Team, 

     There is a question for PCA9306, on datasheet recommendation, VREF1 supports 1.2 V to VREF2 - 0.6 V, and VREF2 must be between VREF1 + 0.6 V to 5.5 V. If VCC1 = VREF1 = 1.26V. VREF2 = 1.26V + 0.6V = 1.86V. 

However, on customer side board, they found that PCA9306 can support 1.2V(Vref1) to 0.9V(Vref2) level transmission. Could you please explain why the voltage on Vref2 can be lower than Vref1?
