But the datasheet do mentioned standby spec as below, would you help comfirm what it is ? and how to enter that mode ?

This is different from standby mode in SMBus.
This standby mode is the current when the conditions in red are met. Not when SCL is held LOW for a period of time.

For standby mode current to be measured,
SCL & SDA & /RESET = VCC through a PU resistor
P-port & ADDR = VCC or GND,
I/O's = INPUTS
IO = 0 mA
fSCL = 0 kHz (meaning clock is idle HIGH, not toggling at any frequency)
If this was SMBus compatible, we would have characterized a section in the datasheet for SMBus, however, this device can have 0 kHz for a clock frequency.
