TUSB4020BI: Board not Bring-Up with USB cable

What is the voltage on USB_VBUS when the issue happens?
You don't need the series resistor nor the edge control capacitors on USB_D_DN2 lines.
You have to disable fullpwrmgmt# since you are not using power management for all the downstream ports.

Battery capacity :3.7V, 5.8Ah

What is the voltage on USB_V BUS when the issue happens?

This is odd, what's the difference between the battery and external power supply? Have you tested your external power supply device? What is the current drive capability?

Is the external power supply 500mA only? That seems too low, only the hub can draw up to 500mA.
