    I would recommend you switch out the PCA9538 with the TCA9538 as our TCA family is our newer revision with some minor fixes to older problems and typically offers a wider voltage range. It also comes in a PW package.

    The PCA9306 looks fine.

    The PCA9538 address looks like it will be 73h according to the pull ups resistors(assuming the green resistors are DNP).

    Upon start up, our PCA9538 device has its ports configured as inputs (floating high Z). We generally suggest to use pull up resistors on these if they are in an unknown state for a long time (if DI0-DI4 reference a voltage such as Vcc or GND then this isn't a concern).
