   Does DS125DF1610 can bypass retimer? If it can do it, what is minimum input data rate? does it still can do cross connect?

    1). DS125DF1610 retime can be bypassed. Please note channel reg 0x1E = 3'b000.
    2). Minimum input data rate in retime bypass mode depends on the AC coupling capacitor value, data pattern, and rise/fall time of the signal. In this mode device should be able to operate in mega bits range.

    Usually the retimers will keep the CDR in place for VCO/2 datarates like 6.144 Gbps. In most cases only the /8 ratios are bypassed.
    Also to bypass the retimer there is an override enable bit which needs to be set in register 0x09[5]. After the override is enabled, the value in 0x1E[7:5] will determine the output style.
