TUSB320: Should VDD be higher than 3.5V?

Hi TI,

In the datasheet of TUSB320, there is one note"VDD must be 3.5V or greater to adertise 3A current. Is it true?

Does that mean host controller cannot change value of register CURRENT_MODE_ADVERTISE via I2C to 10(high 3A)?

Because our system is 1.8V I/O, I would like to use 1.8V  for VDD.
