We can provide example EEPROM configuration files if needed, but we do not provide any tools for EEPROM programming.

Does TI have a tool/utility to program I2C EEPROM.

Same question regarding PCI1520.

I don't have the tool Elias is referring to, but you can try the WinROM tool:

Note that we are not able to provide support with interfacing with these tools.
