DP83TC811EVM: How do I get the USB MDIO interface to show up under Linux?

I have four of them and none of them show up in dmesg or lsusb on any of multiple Linux machines with multiple USB cables. Do I need to move a jumper for USB-MDIO to work? My expectation from reading e2e.ti.com/.../2402696 is that I should be able to just plug into the USB port, a tty device will appear, and that I'd be able to send register set and query commands at it. I'm not seeing a tty.

The USB-2-MDIO is designed to work with windows, unfortunately we do not currently support a software that works with Linux.

So is the article I referenced about the USB-MDIO being USB serial inaccurate, or does the MSP430 use a nonstandard VID/PID? If the latter, why?
