Working with your product TUSB2046B. Built the device according to its own scheme, based on the dataset. The device is not defined in the device Manager. I'm from Russia. I don't know much English.
You seem to be missing a 1.5k pull-up resistor on DP0, this is necessary for PC to detect TUSB2046B. Please refer to Figure 11. TUSB2046x Self-Powered Hub, Individual-Port Power-Management Application in the TUSB2046B datasheet.
