What's the relationship between Linux SDK and RTOS SDK?
Can I install only RTOS SDK at development time?

RTOS SDK: Enables you with RTOS based component development, eg: TIDL, TIOVX. This SDK comes with prebuilt Linux kernel and filesystem to enable system level use cases.
Linux SDK: Enables you with development of Linux components, eg: Linux kernel drivers, user space frameworks like Graphics. This SDK provides prebuilt binaries for some of the RTOS components to enable system level use cases, eg: Video codecs, Ethernet firmware
TDA4 SDK supports only Linux build environment for TIDL and TIOVX components, there is no windows build support.
