TPS65987D: ADCIN2 Settings affect PD negotiation?

I noticed something strange.  I have 3 tps65987d chips on my board all set for Configuration 3 in dead battery application.  I had set them all with the same ADCIN2 setting with a pull down to ground.  Since I have a processor in the system, I needed to change the strapping resistors so the address didn't conflict.  I set one to 0x23, 0x22, and 0x21.  All 3 chips come up as 5V with a PD 3.0 capable charger.  At one point, I think I had 0x21 resistors set in a weird way because it would always come up as 20V which is actually what I wanted for all 3.  I don't know if one of the resistors were not soldered well or what, but why would ADCIN2 settings change what the PD negotiation ends up being?  Also, why don't my other chips negotiate to 20V and stay at 5V?
