    Hello Ken,

    The schematic looks fine, I recommend to include the pull-up resistors to the OUTs for debug purposes if you don't need them.

    Could you measure the voltage on the CC pins for both orientations.

    Thanks to those who checked in to offer assistance.  The issue has been resolved.  Although the USB-C specification is "standard", there are many varieties of USB-type-C connectors which differ in SMT, TH or a combination of SMT and TH connection types.  The connector I chose (SMT/TH combo) was difficult to solder and as a result some of the SMT pads were not soldered properly.  Once rectified, the circuit worked as expected.
