ISOW7721: isolated DCDC works, isolated signals do not

Tool/software:

isolation goes from right to left,
3.3V in, 3.3V out works
the signal METER_EN arrives (measured) at pin 2 but the output (ENA) at pin 19 always remains low.
The signal METER_EN is only switched very rarely and is 99% high.

any ideas?
