TIBPAL 16R4-20M AND gate functionality - reliability data

Hi,

I am unfamiliar with the symbol used to describe the "and" functions in the TIBPAL 16R4-20M. Are the inputs to each AND gate considered a BUS? For instance, if I blow two fuses in the same row, are they ANDed? If that is the case, I assume fusing a row with a column simply provides a short?

If the above is incorrect, what is the behavior of the AND gates?

Also, any reliability data for the device? 20 years retention? 40 years? Any potential problems with the blow fuses reconnecting over time (tin whiskers or something)?
