CD4069UB: Is it original Texas IC?

We are having issues with this IC and in some boards it's locked on low level output when input is also low.

Power supply is 3.31 volts.

There is quite a few with this problem.

Could TI tell me something about this lot (IC picture below) 19JMAK4 G4?

Is it original?

Rami,

we have our boards mounted with another company and they should buy only from official distributors but sometimes is difficult to monitor it.

Anyway, thanks for your help on this matter. I'll be contacting TI support to clarify this.
