The circuit was configured in the same way as in the above application note.
If the Q pin normal operates despite maintaining the normal state on the CLK pin, what part should be checked?
Is there any other reason other than noise influx in this case?

I'm afraid I don't understand the question.
You said Q is operating normally, and CLK is operating normally -- is there some kind of problem that needs checking?
Can you provide a scope shot of operation and the noise you mentioned?

C1(yellow) : CLK pin 5V/div.
C3(bule) : Q pin 5V/div.
The CLK pin is not input, but only the Q pin seems like to be incorrect operation.
Is it just noise?
This looks as if there is a large amount of noise in your system. Do you have long traces or cables that could act as an antenna? Do you have conducted noise? Can you show a photo of the circuit, and how you measure it?
What happened at 1.5 s? Did the Q output go down again, or did the oscilloscope stop after triggering?
