1. The on-shot transistors are active for a short time when the begninning of a rising edge is detected. At all other times, T1/T2 are inactive, and only the 10 kΩ resistors pull the lines high.
2. The gate voltage of N2 is one threshold voltage above VCCA to ensure that input voltages below VCCA are passed through.
