What is the maximum temperature the junction can operate at full performance without causing damage to the part?
According to that FAQ, that is the absolute maximum junction temperature (as per the "Absolute Maximum ratings" section). I'm looking to obtain the recommended maximum operating junction temperature (i.e. for reliable operation)

Logic devices are not rated for a recommended junction temperature - only recommended ambient operating temperature.

If you are operating the device across the full ambient temperature range - ie from -40C to +85C, then the maximum power dissipation in the DGG package would be calculated by:
P_max = (150°C - 85°C) / (70 °C/W) = 929 mW
Great, thank you for clarifying. Though FYI this package is actually the DL one so it would be:
P_max = (150°C - 85°C) / (63 °C/W) = 1032 mW = 1.032W
