CD4027B: Can CD4027BE be used as a direct replacement for CD4027BCN?

Hello all,

I would like to know if CD4027BE can be used as a direct replacement for CD4027BCN.

I have put together a simple toggle switch circuit based on the following:

Here's the actual circuit:

The circuit works and allow me to toggle the output without any issues using CD4027BCN, but the same circuit using CD4027BE doesn't work and only turns on momentary rather than staying high. I would like to know if it was just a bad IC patch or if they don't work the same way.

I am using both channels.

I appreciate any feedback or suggestions.
