Whether the pin is high or low does not matter. But it needs to have a valid voltage; see [FAQ] How does a slow or floating input affect a CMOS device?
If I use the OE pin to close a specific channel, can the specific channel input pin be suspended?
The /OE pin disables only the ouputs. The input buffers stays active and need a valid voltage.
