Hi,

for 3 input OR gate

SN74LVC1G332DBVR

a. Can I use this device as a 2 input logic gate? If I do, do I keep input C as NC? Does this impact reliability in any way? (false triggers due to Noise coupling on port C)

b. Does TI have discrete logic device series (2 input or 3 input logic gate) that have higher ESD immunity?

a. Unused inputs must not be left open; see [FAQ] How does a slow or floating input affect a CMOS device? And the open input might be read as high.

b. The built-in ESD protection of logic gates is designed only for automated assembly environments. Anything more requires additional components.

If you tie the unused input to ground it will act like a 2 input OR gate, but please don't leave it NC (See Clemens answer)

This device has our pretty standard ESD ratings for logic. What kind of values would you be looking for?
