Based on spec specification that LSF0102 I/O support push-pull and open-drain, May I follow spec application at Vref_A side without pull high for I2C bus?

Hi Brian,
It depends on the application for push-pull or open-drain.
Applications will work fine for down translation without pull-ups. However, they will help if experiencing any signal integrity issues at higher frequencies.
I believe your case is not for multi-voltage translation.
Specifically for your I2C application (open-drain), the A side will be used for bi-directional open-drain drivers, hence pull-ups are required similar to the below.
