See [FAQ] What is the difference in timing between gates in the same device? How much skew is expected within a given logic device? What is the part-to-part skew? There is no guarantee.

TXU level shifters like the TXU0304 have skew specifications.

2. What are your Vcca and Vccb values?
3. What temperature is this application?
4. What are the capacitive loading conditions?
5. What frequency does this operate under?
6. What is the application/signal protocol?
