Since DIR is controlled, the 3B pin may be the input. If the 3B terminal is still unused, is it okay to open it?

Unused inputs must no be left floating; see footnote (1) in the recommended operating conditions table.

I thought that 3B terminals were not control inputs. The bottom line is that I should connect to Vcc or GND, right?

Only the 3A inputs have bus hold. All other inputs, whether control or data, must not be left floating.
