Unused outputs (Y) should be left open.
Unused data inputs (A) with bus hold can be left open, or connected directly to V_CC or GND.
Unused control inputs (/OE) must be connected (directly or with a pull-up/-down resistor) to V_CC or GND.

As Clemens said unused inputs should be tied to either VCC or GND. It doesn't matter which but they should not be left floating see this [FAQ] How does a slow or floating input affect a CMOS device? for why it might be problematic to leave them unconnected.

Bus-hold inputs cannot float and can be left unconnected.
