Please note that a crystal requires an analog amplifier; a normal inverter is not guaranteed to work. You have to use an unbuffered inverter like the SN74LVC1GU04, or an integrated device like the SN74LVC1GX04 that integrates the crystal driver and the signal conditioning inverter.
Using an inverter as an analog amplifier results in shoot-through currents (see [FAQ] How does a slow or floating input affect a CMOS device?); the formulas in the power consumption FAQ do not include it, and it is hard to estimate. You'd have to measure.
