SN74LVC1G74: Understanding delta Icc (additional supply current per pin)

Part Number: SN74LVC1G74

Tool/software:

Hello,

how is the following information in the data sheet regarding the current consumption of the IC to be understood?

Supply current Icc=10µA (max), but additional max. 500µA with any other input at exactly Vcc-0.6V? Or also with a lower voltage than Vcc-0.6V?

Wich inputs are affected? Let's say I want to use the IC as RS-flip-flop with either PRE#=low and CLR#=high, or PRE#=high and CLR#=low.

Will the current consumption then always be 500µA?

Regards, Oliver.
